When the user deletes the text of his standards of practice, the system still sees a 'blank' in there so it leaves room on the report for a comment, even though none appears.
We should change the system to realize that if there is nothing in the SOP box under preferences, it totally removes that row from the database. This will cause the space on the report to minimize. The report will look better.
SOP truncates but should delete
